Create Share Link

Create short share link (owner only).

Creates a share link with an encrypted blob holding the keys of the files it opens (file_ids, or all of them).

Rate limit: 30/min per seal — counted AFTER the owner check (P3-0.5): any attacker who knows a seal id could otherwise burn the legitimate owner's bucket without ever holding a valid token.
