Regulars' credit balance

The rebate balance a wallet has earned — 5% of every organic purchase banks to the wallet that paid, no account, the wallet is the card. Closed-loop: redeemable as USDC back to the earning wallet only (challenge-signed, POST /api/credit/challenge then /api/credit/redeem), never transferable, idle balances expire. The store's total outstanding credit is published on the same response, because a loyalty liability off the books is how real stores rot.
