Dashboard alias: create or replace the account webhook with the session cookie

Same behaviour as PUT /v1/webhooks, reachable with the dashboard session cookie plus the X-ScriptHaul-Dashboard: 1 header. The resource parameter selects the operation; the only value today is webhook.
