Create workspace for tenant

Create a new workspace for the authenticated integrator.

Each workspace represents a tenant in KB2B. A self-service integrator (one with a billing plan) gets at most the plan's max_workspaces active workspaces, each created with the plan's quotas; a bootstrap integrator (no plan) is not limited here and gets the default quotas.
