Queue a synthetic scan event

Lets a customer prove their receiver works before a real scan happens. The event is QUEUED, not delivered inline, so what they are testing is the real delivery path — signature, headers, retries and all — rather than a simulation of it. It arrives within about ten seconds and is marked with the slug test-event.
