Create a hosted page

Idempotency-Key is REQUIRED, for the same reason as code creation: a page consumes plan quota and mints a slug that may end up printed.

Sandbox keys are refused with test_mode_unsupported. A hosted page is public content served under our name and our DSA obligations, so there is no such thing as a test page that is safe to leave lying around.
