Deletes a cart item by:
- Validating cart item exists and belongs to user
- Deleting cart item record
Requirements:
- 33.1: DELETE /api/v2/cart/:id endpoint
- 33.2: Validate cart item exists and belongs to user
- 33.3: Delete cart_items_v2 entry
- 33.4: Return 404 if cart item not found
- 33.5: Return 403 if cart item belongs to different user
- 33.6: Log cart deletions to audit trail
- 33.7: Invalidate cart cache after deletion
