Transfer shop ownership

Transfer shop ownership to a user or an org.

Supports all directions (user↔user, user↔org, org↔org). The requester must currently be able to manage the shop. When transferring to an org, the requester must also have manage_market in the target org (auto-accept).

After transfer, active order/offer assignments held by people no longer associated with the new owner are cleared so the new owner can reclaim them, and shop badges are recomputed (owner-derived badges may change).
