Reopen a skipped onboarding task

Remove the organization-wide skip record for an onboarding task, reopening it in every onboarding walk. Idempotent — unskipping a task that is not skipped is a no-op.

The onboarding task to reopen. Only optional onboarding cards backed by the organization skip ledger are skippable; setup tasks and the remaining onboarding cards are rejected.

Organization whose onboarding skip ledger is written. User credentials must belong to it. User tokens must supply it unless the credential's fixed scope resolves it.

projectIdstring uuid

Project used to resolve the organization whose skip ledger is written. Without it, the credential's active organization is used — which for CLI user tokens is the server session's organization, not the CLI's selected one.
