Create a dashboard

Save a new dashboard from one MDX document (DashboardMeta, layout, and inline Log Query Spec v2 artifacts) plus any static files it references by path. Generate the id yourself and reuse it on retries: an identical retry returns the original result. The response's editBase goes into DashboardMeta before the next update.
