Health Ready

Deep health check that measures event loop responsiveness.

Schedules a callback via asyncio.sleep(0) and measures how long it takes to actually execute. If the event loop is blocked, the latency will be high.

Returns: - status: HEALTHY (<1s latency) or DEGRADED (>1s latency) - event_loop_latency_ms: measured latency in milliseconds
