Evaluate Assessment

Thin HTTP wrapper around the evaluation pipeline.

Runs the deterministic core evaluation (which commits and makes the result visible to the polling feedback page in ~1-2s), then schedules the LLM revision-content enrichment (concept cards + news card-revision explainers) OFF the critical path. Previously those serial, blocking LLM calls ran inside the gating transaction, so the feedback page couldn't show a score until they all finished (~1 minute).
