Advance a work order's status

decision in accept | decline | deliver | dispute | concede | withdraw | cancel | abort | done -- each gated to one party and one precondition status (see WorkOrder::STATUSES). Release/payment happens ONLY via POST /api/v1/transfers with work_order_id -- decision: "release" is explicitly refused (code: pay_to_release).
