Update a card's blocks

Owner only. Re-attaching a pay action from a DIFFERENT connected app than the one that first stamped the card is refused -- money is sticky to whichever client first attached it. Answers the same chat-message envelope createCard does (formatted_message) -- not the bare card resource this used to return -- so the card's own shape rides inside resource, at resource.state, exactly as GET /api/v1/messages/:id reads the same message back.
