Update a food's associated user ids based on assignment

Identify the food with exactly one of rxfood_id or food_name; sending neither or both returns 400. rxfood_id is preferred and matches a food of any nutrition source. food_name is legacy, only matches the "usda" food with that name, and will be deprecated once the Auditor sends rxfood_id.
