Start verified email entry for login or signup
Unauthenticated and rate limited per client address and per email. Always returns 202 with an empty body for any email. The home region emails a login verification code to registered patients, a signup verification code to invited patients, or a generic no-account message otherwise. Account state is only revealed by POST /auth/email/verify.
