READ-ONLY (PR #472 security review L4): a link preview (Slack / email unfurl bots) must not start the 14-day clock or use up the 72-hour window. Only the candidate's explicit "Start" (POST .../consent) binds the browser and starts the clock. bk is the page's per-browser key: a single-use link (D1/D2) already started in another browser is refused. Other links ignore it.
