Return the bench-tier classification for a (skills, seniority) slice.

Public endpoint — the /qualify confirmation page hits this server-side immediately after submit to choose between the fast / standard / sourcing email + page templates.

Cached for 5 minutes per (skills_normalized, seniority) — bench volume rarely changes between two leads filling the form within a short window.
