Handle Shortlist Request

Shortlist intake. For our MCP (C4a, funnel-wave PRD §1.4 tier c) a verified buyer token is checked first (buyer_verification.enforce: BUYER_VERIFICATION_REQUIRED, or any token that was sent); a verified request then lands in the Sol App as a role + a "ready in Sol" email. Every other caller (website, Sol) runs exactly as before.
