Storage-health signal (credential-free)

Unauthenticated, ungated boolean storage probe for the off-AWS status monitor. Returns 200 with {"status":"ok"} when the internal object-store probe succeeds, 503 with {"status":"error"} otherwise. The body is boolean-only and discloses NO architecture detail (no bucket name, no checks map, no version) — same anti-fingerprinting posture as the slim public /health.
