Hosted WebAuthn registration options (signed-in user adds a passkey)

Hosted passkey-register ceremony for the cookie-authenticated actor (cookie + double-submit CSRF + same-origin). The user id is derived from the session, never the body. Returns PublicKeyCredentialCreationOptionsJSON.
