Revoke the caller's Lightning wallet

Revocation is deletion of the sub-wallet on the platform Hub: the pairing stops paying and the wallet's balance returns to the platform. The principal, its Base wallet, and its organizations are unchanged; a revoked principal may mint again once the deletion completes.
