Restore Link Group
Undo a group delete, restoring every member in id order.
Project resolution goes through link_group_project_id, not _live_measurement_project_id: during a group restore EVERY member is soft-deleted by design, so a live-only lookup would 404 on a group that exists. 409 if any member is already alive.
