RoboLedger: Reports

File Report

Transitions the Report's filing_status to 'filed' — locks the package. Allowed from 'draft' or 'under_review'. Stamps filed_at + filed_by.

Idempotency: supply an Idempotency-Key header to make safe retries; replays within 24 hours return the same envelope. Reusing the key with a different body returns HTTP 409 Conflict.
