Give a bundle

Body {"groupId", "projectId"} or {"groupId", "apiKeyId"}, with access (default ask) and optionally callLimit. An owner or admin (or a key with mcp:write) may give to any project or key; a project manager to the projects they manage. A key can only narrow: full takes a signed-in owner or admin; so does giving tools that already reach the same agents through a bundle with a call limit, and giving tools that carry a limit anywhere without a callLimit at least as tight (403 for a key).
