When set by a coach/admin caller, returns notes for this client instead of the caller. Clients may only omit or pass their own id.

scope'meal' | 'food' | 'all'

'meal' = food_log_id IS NULL only; 'food' = food_log_id IS NOT NULL only; 'all' = both (default).
