Fuzzy search users by email / first name / last name fragments

Fallback for resolve-user when the email exact-match misses. Lucille tokenizes the email local-part (e.g. "ninifetchini" → "nini", "fetch") and queries each token here; the candidate set gets returned for human disambiguation. Limit clamped to 50.
