Prepare a file upload (step 1 of 3)

Returns a storage URL. Then PUT the bytes to direct_upload.url with exactly direct_upload.headers and no API key (step 2), and save the file with POST /v1/mailboxes/{mailbox_id}/files (step 3). Identical content at the same path returns skipped=true and duplicate=true without an upload.

skip returns the existing file without an upload when the path exists.
