Sub-entities

Create a sub-entity under the caller's umbrella organization

Creates a new managed child organization. When the key carries a user, that user becomes the owner. HIPAA posture is INHERITED from the umbrella (fail-closed): if the umbrella is HIPAA-enabled the new sub-entity starts HIPAA-enabled.
