Retrieve a call transcript

Returns the flat transcript text plus the speaker-diarized structured_transcript turns. Requires the transcripts:read scope (transcript content is sensitive and gated separately from call metadata). Organizations whose call-content policy pins content to a compliance (HIPAA) boundary receive 403 content_policy_forbidden. A call with no stored transcript returns 404 not_found.
