Clone a questionnaire into a new template

Changed on

Copies a questionnaire, its sections and its questions into a brand-new draft template named "Copy of …". A Retraced admin may only clone Retraced-owned questionnaires; everyone else may only clone their own company's. The clone belongs to the source questionnaire's company, carries no answer requests or responses, and starts inactive when created by an admin.
