Export the tracing-operations report

Queues an Excel export of the caller's company's tracing orders: its own purchase orders (PURCHASE_ORDERS) or every order of their traces (TRACING), narrowed by filter (a JSON-encoded TracingMetricsFilter; its lists, arrays or comma-separated strings). The file is built in the background: its link lands on the export history and the caller is notified. The period and the file's dates are read in the x-timezone header's timezone (UTC without it).
