Every badge, ordered by its catalogue position, unpaginated. name and description are the stored English translation when there is one, the base columns otherwise. imageFileUrl is absolute (the CDN base plus the stored key); translations is answered as stored ({} when none). claimingRequirements is not included — read a single badge for it. Answers the { data, metadata } envelope (legacy answered a bare array).
