Translate global picklists using deterministic translation approach.

The endpoint:

1. Loads the translate_global_picklist.prompt file from prompts/{organization_id}/
2. Replaces {language} if present in the prompt
3. Detects language code (using predefined list or Claude API)
4. Creates a ticket flagged for deterministic translation (is_translation=True)
5. Enqueues classification task using the same pattern as tickets.py (lines 677-681)
6. Supports file attachments (documents are converted to text and stored)

The actual translation is done deterministically in task_executor.py before the execution agent runs, then the agent only verifies the output.
