Test tracker connection (deprecated)

Test tracker connection. Establishes connection to all tracker addresses. TLS is used if fingerprint is present in the tracker configuration and fingerprint is matched with observed certificate provided by tracker. Results in success if at least one of the tracker addresses is reachable.
