Delete sandbox snapshot

Changed on

Idempotent: returns 204 if the snapshot is already deleted or expired. Sandboxes created from the snapshot are not affected. A snapshot that belongs to another sandbox group returns 404.

400 with code: invalid_sandbox_group_id when sandboxGroupId is malformed. 400 with code: invalid_snapshot_id when snapshotId is malformed. 409 with code: snapshot_creating while the capture is in progress.
