Delete Company Collection

Remove a collection label from documents in the given scope for this company.

Does not delete documents. Removes the collection row when no associations remain.

This removes the label company-wide within the chosen library scope, so it cannot be scoped to "own" — only callers with "all" scope on edit_private_content may use it.
