Get flag targeting for an environment

Changed on

Read a flag's authored targeting mode, saved explicit assignments, and compiled runtime enable rules with read scope. Saved targets may remain configured while No one disables all effective rules. Version, mode, assignments, and effective rules come from one configuration snapshot. This does not guarantee SDK propagation or replay a live evaluation context.
