Transfer Ownership

Hand this workspace to another member. Owner-only, and the outgoing owner becomes an admin rather than being dropped from the workspace — same pattern Figma and Slack use, and it's reversible (the new owner can transfer it right back).

Not available on the personal workspace: its owner_id is the account's own identity, not a role inside a shared workspace, and billing hangs off it directly (see Workspace's docstring).

Workspace.plan follows the owner: it is rebound to the new owner's own plan here, not left for _heal_plan_drift to fix on the new owner's next GET /workspaces. Every reconciler is keyed on owner_id, so a workspace left on the outgoing owner's plan kept that plan's limits after they cancelled — for as long as the new owner never loaded the list. Anything the new plan doesn't include is paused the same way a downgrade does it.
