Get Attachment Upload Url

Presigned PUT URL for a DM attachment (a PDF a creator hands out from an automation). Stored under a durable prefix so the link keeps working long after the automation is built.

Unlike the video route this one has a strict allow-list — a DM button can only ever carry a PDF today, and an unbounded mime lets a caller stash anything under our CDN.
