Get all DLQ streams with counts

Returns all tables that have DLQ records with their total counts. Table names are returned in the format: source_name.schema_name.table_name (for PostgreSQL, Oracle, SQL Server, Spanner) or source_name.database_name.table_name (for MySQL, MariaDB, MongoDB).
