Method to download 835 for a given PaymentId or for payments that have not been downloaded before PayloadID may contain a paymentId or the string "Latest" If the PayloadID field contains a paymentId the 835 for the given payment will be downloaded If the PayloadID field contains string "LATEST" then the payments whose 835 has not be downloaded earlier will be included.
