Get a temporary recording download URL

Issue a signed GET URL for a ready recording. The URL supports byte ranges and defaults to one hour, capped by retainedUntil. Request a new URL with this API key when it expires; URL expiry does not delete media. Keep this URL private.

Requires an API key with the recordings:read scope.
