Finish attaching products to an activity Reacher created

For a record in attach_pending or attach_failed: sends only the products TikTok does not have yet and moves the record to ready. A record in any other state answers 409 NOT_RESUMABLE, unless the same Idempotency-Key is replaying an earlier answer.
