Latest ranked candidate batch for a lane (daily | turtle | mr).

limit/offset page the batch; omitting limit returns all of it, which is the historical behaviour and what the web table reads. include_assessment=false drops the per-row technical blob (see _sanitize), which is most of the response's size.
