Get sandbox host boot logs

Reads the latest EC2 console output for a host belonging to this environment. Works before enrollment, without SSH or customer-console access. AWS may return no output yet or discard it after termination. Automatic pre-termination evidence is retained separately in Ravion's operational logs.
