Restarts the given rapids of a job.

The old rapids are rejected (their billed responses refunded) and soft-deleted, then cloned into a new target group. Results regenerate automatically once the replacements finish collecting; the job dips below 100% progress during re-collection and climbs back. Idempotent per original rapid — a repeated call reuses the existing replacement.
