Deletes a manual charge from its billing period.
Only charges and refunds entered by hand can be deleted, and only while their billing period is still Open or Reconciling. Charges derived from the billing account — the recurring platform fee and the minimum-spend top-up — are managed through the billing account instead and are rejected here. Responds 409 Conflict when the period is invoiced while the request is in flight, leaving the charge in place.
