Change the account's monthly Apps spend cap. Send only the fields you want to change; fields you leave out keep their value. An account that never set a cap is on at $50 with notify_only.

The account owners and billing contacts get an email and a dashboard notice at 75% and 90% of the cap, and again when it is reached. Then notify_only keeps apps running, and pause pauses every pay-as-you-go app until the next month or until the cap is raised or turned off. Apps on a prepaid plan keep running unless they are scaled above their plan. While apps are paused by the cap, resuming, creating, deploying, scaling up and running jobs of pay-as-you-go apps return 412.
