Enable public share link

Turns on the public share link for a transcription. Idempotent — calling it on an already-shared transcription returns the same URL. The public_id is stable and never rotates; calling DELETE then POST yields the same URL. The optional locale query parameter controls only the language segment of the returned URL — the recipient can still switch UI language via the page header.
